Korean Folk Town Quest Bugged

Trying to play thru the quest-line at KFT and this one literally does not work.
The quest 'Finding Kim Chung Again' at Deep Waters is where it bugs. You talk to the NPC and then this happens.

    You can get around this bug by killing the tigers one at a time.
