If you are in the Reboot server and you use a Surprise Pet box, the following pets are permanent:
Blue Husky, Lil Alicia, Lil Lillin, Lil Aran, Lil Evan, Lil Luminous, Lil Mercedes, Lil Phantom, and Lil Shade
If you are not in Reboot, I do not believe there are any permanent pet packages available at this time. If there are, they will typically say "permanent" in their name.
