Monster Park mob kills don't count as kills in you level range, for things like getting event quests to complete or the Surprise Mission of killing monsters in your level range.
This is a bit unintuitive and looks like a bug.
(Yes they really were the right level. Level 188 and Temple of Oblivion option.)

Well, I don't think it's a bug per say but it probably has been done this way to prevent abuse of whatever it could be. Monster in Dimension Invasion neither counts afaik.

Certain "special" mobs don't count towards attendance quests. Which mobs count can tend to vary, especially if the event does not originate from KMS, but Monster Park mobs do not count in any event I know of.
Generally speaking, individual Monster Park runs are counted based on the entire run. You do not gain EXP from individual mobs, only the cumulative EXP gained at the end of the level. This is also why you can exit a level by forfeiting all EXP gained.
