PIC Problem

So, I don't have a pic. I tried to start a character on MapleStory and it asks me for a pic. I put what I would assume would be my new pic and it just gives me an error that says i put in the wrong PIC. So, I click the reset PIC button and it takes me to my account page on nexons website and I then click reset for Maplestory NA and it says "you don't have a character or pin" so I go back to MapleStory and try again and it just keeps telling me I'm entering the wrong one.

How can I enter something in wrong that I don't have as it is nor is there any place I can find that asks me to enter a new PIC. This is a very annoying cycle, please help.
