Sweetwater suit doesn't allow scrolling

I tried to use a bonus potential scroll to add bonus potential to my sweetwater suit and the message said that scrolls cannot be used on this item.

    You can only add bonus potential to items that already have normal potential.

    Thanks, but it does have normal potential. I scrolled that but am not able to scroll the bonus potential.

    Just to make sure, you're actually trying to use a bonus potential scroll and not a stamp, right?
