Arcane River NPC doesn't recharge Balanced Furys

Not sure how many Night Lords are out there but this is a constant minor issue, yet its an issue nontheless

Basically none of the NPCs in the Arcane river allow you to recharge your Balanced Fury stars. Why? I don't think this is a feature.

Such a simple issue, please fix it for the sake of game conveniece.

    BF and C.ilbis don't exist in kms. Don't expect it to change anytime soon(ever).
