MSL Onyx Blade impossible to enchant more than +11

I've been trying to enchant the msl onyx blade for 2 weeks now, it's impossible to upgrade it to +12, I've tried over and over again until I have a 70% chance to success and i failed again. Has anyone else had similar problems? Otherwise the Gm should check the rate of this weapon
