Brief bug summary: Server lag causes some skills to deal no damage or other effects

More details:
When the server lags, normally being bogged down by bots, Ping Reliant and Server Code skills such as Blaze Wizards orbitals, Kinesis's Psychic Tornado, Trainwreck, Heavy Press, Mental Tempest, Psychic Grab>Psychic Smash to deal no damage, put skills on cooldowns, eat MP, or even flat out lock you from attacking in some cases.

Steps to reproduce:
Simply use Ping Reliant or Server Code skills when the server is lagging.
