Can't update Maplestory

Each time I tried to update my client it goes up to 28% and then stops, also changing to 0 b/s and just stays like this. I tried reinstalling the launcher and it didn't work. Is there a way to fix it? if not how can I re-install maplestory? I can't seem to uninstall it from the control panel.
