Determination Ring party bonus bug

The Determination Ring from the Alliance Victory Appreciation Gift claims that all party members are supposed to earn 50% additional party EXP. However, when two people are in a party in the same map, I noticed that only the person who wears the Determination Ring receives the extra 50% Party Bonus EXP while the person without the ring gets none. Is the ring description a typo or is this a bug?
