Brief bug summary: Whenever i log in i always have to turn on my owl effect

More details: Has existed ever since the item was released if i recall..

Steps to reproduce:

Log in a character with owl effect turn it on and then relog.. it will be off

Character name: not relevant

Character level:not relevant

Character job: not relevant

World name:not relevant

Date and time of the incident: not relevant
