Stuck in Near Town 1. req Shade quest "Bad Signs"

I was placed in Near town 1 for the level 25 quest "Bad Signs". After defeating all of the old tigers, i get no lightbulb and cannot use the portal to continue. The portal prompts the message "Must complete quest 'Bad Signs' first". dying places me on the same map. neither reloading the character nor restarting the game fixes the quest.
