Brief bug summary: Button combination for Kaiser's Flame surge Dragon Link does nothing

More details: When attempting to use Kaiser's Dragon Link for Flame Surge (both with Attack and Dragon Link set to their default keys and changing keys around), Kaiser swings his sword in a couple basic attacks and then does nothing. Other posts have suggested this is due to a glitch involving the Reboot buff replacing Dragon Link, but this is happening in non-Reboot servers as well
