reward shop Belgian players

Is there anybody who can offer a reasonable explanation as to why Belgian players can no longer buy items in reward shop such as :
shielding ward, shield scroll, guardian scroll, innocence scroll......

Since all of these have nothing to do with gambling but rather have a 100% safety margin the reason for withholding them from belgian players totally escapes me.

only some pet scrolls are left in the reward shop
