making phantom carte mille movable on the ui

i dont know how others feel about this but i just feel like with all of the other ui being movable and this one isnt, its very inconvient for a player who is able to place resourses important to their character where they want for me personally carte mille is not in a ideal spot i find it difficult to have to constantly move my head around my screen it would be nice to place it where id like
