Black Haven Airship Battle: Can no longer upgrade

Inside Black Haven airship battle, no matter how many exp packs you pickup, you cannot upgrade your ship. While it is possible to skip that segment, I would like to complete it because otherwise you can't get the 10,000 honor reward. I'm fairly sure that this doesn't happen exclusively to me, but just in case I will say that I was playing a Bishop while doing this quest. Thank you.
