Brief bug summary:dual blade`2nd,2nd+,3rd skill can`s be unlocked

More details: I tried to use dual blade training books,but it reminded me "U have to train these skills ". And skill`s level limits can`t be unlocked. Including "Slash Storm", "Flying Assaulter", "Shadow Meld ".
