pathfinder cardinel burst bug

More details:
i have cardinel burst maxed,
and both cardinel burst amplifiction and bountiful deluge maxed as well, but the last 2 skills doesnt seen to be working,
i dont get the extra arrows and the skill works the same as before i maxed cardinel burst amplifiction and bountiful deluge...
there is something im missing?

    The extra arrows proc when you shift between burst and deluge, if that makes sense.
