I can't open Auction

I haven't played this game for many years, I heard about the original Market was replaced by Auction, but after I created a new account, new character... even though I got to level 80, I still can not open Auction, the Auction House is there but I can not click it, neither the 'Quick Move' doesn't have option for it, is it currently closed?
Wonder how does a game run without a trade shop, lol.
