I bought the cubes with NX and I got the restriction. I know that there is a new policy that you being restricted from trading or dropping items when you "charge NX for the first time" but this time is not my first time of purchase. is this rule affected to everyone who purchases restricted items with NX after the rule is applied?

    Yes, this is applied to everyone who buys restricted items with NX Credit for the first time since the rule was implemented.
