Level 190+

The quest says to go ask John about what the symbols could mean. I go back to the NLC tower to talk to John again but there is no quest bubble above his head. I even went to check the "John" from Lith Harbor.

The quest says complete but there is no bubble over my head or anything in the light-bulbs.

Please assist, thanks!
