Can't proceed to Castle Crash quest

Brief bug summary: I finished the quest "operation, go!" and it says I can proceed to "Castle Crash" quest but there're no new light bulbs.
Edea in Downtown Black Market has no quests for me so I can't continue with Magnus story line.
