Transfer Hammer

I was wondering if anyone can clarify Transfer Hammer to me? I want to transfer the star enhancements on my Pensalir Sentinel Gloves to another Pensalir Sentinel Gloves. Both have been fully scrolled.

However, it keeps stating that there is no item within +1-+10 levels you can transfer to.

I accidentally enhanced (one time) the target item as well.

    Just as it says, you can only use the transfer hammer between items that have 1-10 levels between them. Not 0.
