Other players' guild UI locks your key input

Bug type: UI/Functional/Key input

Brief bug summary: When you click the Guild button in another player's character info window, the guild pop-up doesn't allow your character to make any other key inputs. You also can't click anything else on the screen that isn't within the guild UI.

More details:
ALT+F4 works and ESC works.
The guild search window also locks your key inputs and mouse.
Your own guild UI does not lock your key inputs nor mouse.

Steps to reproduce:
Click on a character that is part of a guild
Click the Guild button in the character info window
Their guild UI will pop up
Your character can not use any keys or click anything outside of the guild UI
