Bug type: Psychic Grab does not appear for a short time after using portal in Torrent Zone

Brief bug summary: Sometimes when using psychic grab and then using the hidden portal in Chu Chu Island's torrent zone, the psychic grab attack does not appear or work for a short duration.

More details:
If you use psychic grab while using a hidden portal or before using the hidden portal, the psychic grab does not appear for a short duration. However, the character will still do the animation but no damage is done to the monsters.

Steps to reproduce:
Use hidden portal during psychic grab attack or right before psychic grab in Torrent Zone 1. I am unsure exactly how to reproduce as it only happens sometimes.
