Tera burning character isn't working for me?

I got my character up to 176 and there definitely isn't two extra levels per level. I did the lightbulb quest for it like 10 times and nothing happens. I just created a new character and the same thing is happening. There is no burning effect on my character in the character selection screen. What is going on why wont it work?

    Teraburn isn't done through the lightbulb. You create a new character and say "Yes" when the game asks if you want this character to be your burning character.
    It only applies to one new character created DURING the event.
