Let perm beginners get their mounts!

so i recently got 200 on my legend char. she was able to get all 3 of the mounts. but NOT the 200(wich i love the most T.T ). my normal beginner was not able to get any of the mounts. i think al kinds of perm beginners should be able to get all of their mounts cause they work hard to level up i think they deserve to be able to get them aswell.please think about this :D
