change how deleting characters work

maybe change it to "characters created in the last hour can be deleted right away" or something, bc i have deleted SOOO many characters from level 1-30 for certain reasons, mainly because i didnt like the name, then have to wait 24 hours for a slot to open up to remake it

it used to be characters under 100, then 30, then 10, now even if they are level 1 its 24 hours, thats kind of ridiculous
