Character deletion

I understand the 24hour wait to delete a character above a certain level , but why do I have to wait to delete a character that is only lvl 31 ,I though the limit was lvl 33 wasnt it?

    Character delete 24hr wait period level limit is level 1 as of an occasion where botters spammed character create + delete.
