Scroll for Spikes on Shoes 10% Gone?

Posted in the bugged section but did not get any responses so I'm posting it again here:

I don't know when this was changed but the drop rate for scroll for spike on shoes 10% has gone down to none, I had full drop rate gear, frenzy service, a 2x 1hour coupon, and a 2xdrop coupon from the CS and not a signal one dropped from 4-hours of farming in the sharp cliffs and found only 3 cold protection scrolls. Before they would have a lower drop rate with an instance of 1 every 20-25minutes but now it is significantly lower, did something happen to the scroll drop rate that were unintended?

I think they were removed but we never got an answer as to why?

    Actually, this scroll is what I'm looking for right now.
    Scroll for spikes on shoes 10%.

    Is there bug there?

    I just found cape for cold protection once.
