MONAD Quest has missing NPCs

Brief bug summary: Missing NPCs and Quests that can't be completed

More details: In Skuas, for the MONAD Act 3 quest, I found that multiple NPCs were missing, including Alika and the General Store person, which seems to be the next quest. Also, I can't complete the Einar sparring quest (A reason to Fight) as it just keeps repeating the same quest (lightbulb will keep appearing) and you can keep repeating the quest without advancing the storyline.
