Mini freezes in game

Whenever my mouse hovers over an icon I can click, the game does a mini freeze for like 1 second. When I press any keys that have something bound to them, I mini freeze. I can use the directional arrow keys and nothing happens, and can move my mouse and nothing happens. Only when I press a key with something bound to it, or the mouse hovers over an icon I can click is when it mini freezes. I have never had a problem close to this at all, and I'm very confused. The game is unplayable since I can't really do anything with it freezing every 2 seconds.
