Night troupe Magic Fireworks skill

the magic firework skill is not working on other characters (i have not used the skills uses on my main, although i accepted the ticket on my main. the character in question has completed festival of dreams quest. the character is also between the designated levels) the issue I'm having is in the patch notes it clearly states
"Night Troupe main attraction selection is shared between your characters within the same world." so through that it would be understood that the skill would be shared amongst the characters that are in the same world. however no matter what i try the skill will not work. the little filling firework thing that goes off also does not apear on any character bar my main (the character which chose the ticket).
