I can't assign 2 of my kinesis skills?? help!!!!

so I'm playing as kinesis and i got to the tier 2 skills, but whenever I click on "psychic blast" and "pure power" it doesn't do anything, so I can't drag them to any of the key bindings. psychic force (the weaker version of psychic blast i think) moves when i click on it, so i don't understand why psychic blast isn't working. is this a bug, or am i doing something wrong? I even put in 10 skill points to psychic blast so it's maxed out.

    Psychic Blast and Pure Power are both passive / permanent skills, with the former being an upgrade to Psychic Force.
