mvp should be able to redeem lower tiers

When you're MVP red/diamond/gold you cannot redeem the lower tier boxes unless you drop down in MVP rank. It seems like nexon is encouraging MVP users who want to have the gold/diamond label rings, chairs and cape to spend less money in order to get back to the lower rank. Should allow the higher MVP ranks to redeem the lower tier NX items+chair.
