Buccaneer Corkscrew Blow Not Moving Character

I noticed that the Corkscrew Blow is not dashing my character at all and when I watch videos of other people playing buccaneer, they can dash using Corkscrew Blow. I tried using it with and without linking other skills. Nothing works.
