Jett does not receive pre-200 buninator rewards

Bug type: Functionality

Brief bug summary: I used a burninator that I received by getting my explorer to level 200 on my Jett. My Jett does not receive any of the pre-200 support gifts, and nothing shows up in her events tab. Unsure if this is a relevant detail, but I think I created her BEFORE destiny dropped.

Steps to reproduce: Get a burning character to level 200. Use the burninator on a new character (Jett).
