Can't spend my skill points

It won't let me spend skill points. I spam click the up arrow next to the skill and nothing happens. I leveled up all the way to cannoneer to see if i could spend those skill points and it still wouldn't let me. I tested it on two characters on two different worlds; both were burning characters.
