Quest not spawning mobs...?

in Bug Reporting
im playing on Illium and im on this quest called "For the Verdant Flora". i gotta get 20 sanctuary mytocrystal on the map Outskirts of Town, but i don;'t see any mob spawning, nor can i abandon the quest and restart it, and hope something works out. help

    The shiny rock formations on the map are the crystals you're supposed to attack.
