Quests not appearing in towns or on quest list

After creating a new beginner adventurer class, I chose to skip the quests with Sugar and the other adventurers in the story questline. After doing this I noticed NONE of the game's NPC quests were available to me and don't show up on the screen anymore in any of the in game towns, and the list of available quests that are usually there aren't listed.. I don't remember the exact time it happened, but it happened yesterday after I skipped the beginner adventurer questline. Is this normal? I'm not sure what's causing it or if it's a bug at all so I hope I placed this question in the right place. But I put as much info as I could remember.
