Unable to continue Mercedes Questline

I'm almost embarrassed to post about this (since it could certainly be user error) but I've tried a whole bunch of things to make The Challenge Mercedes quest show up, with no luck. I've:

-completed all quests up to and including In Search of Clean Water and received the Elven Throne
-completed Elluel's Visitor and Friend of the Monarch, just in case that'd trigger more quests
-entered Sleepywood through the Six Path Crossway, in case I'd read the letter and forgot
-checked available/completed/in progress quests, didn't show up anywhere
-leveled to 150

Have I thrown away the letter on accident? I know Mercedes' storyline isn't crucial to progression, but she's my very first character and I want to learn how her story ends...
