Magnificent item description seems to be wrong

The description says any burning character over lvl200 can use it, it also explicitly calls out between 200-249 you'll gain a level, so I redeemed it from the event using a lot of letters (ENJOY HYPER IGNITION)
When I tried to use it, I got a message saying it's only usable by characters over lv250.

Anyone else had this problem? I was hoping to hit a burning milestone with this, instead I got nothing
