HAYATO balance and revamp notes for next update

As requested on the notes for Double Charge update. Here are the most requested balance and revamp notes that Hayato class needs to be more competitive in the current pull of characters. I want to emphasize this notes and changes won't touch the numbers/damage formula but the result will be a delayed buff after so long without it.

-QUICK DRAW
As right now it is a skill very punishing that drains 100 Sword Energy just by toogling it on, so no energy cost for Quick Draw for either both stances as Hayato's damage is based on the Sword Energy you have during a boss fight.

Quick Draw ON/OFF feature. When Quick Draw is ON you will maintain the posture you have before dying or moved to a room that removes all buffs. When Quick Draw is OFF you will be moved to normal stance when you either die or moved to a room that removes all buff. Main idea of this change is to keep constancy when bossing and to save the most of the time during a battle instead of rebuffing yourself.

-KATANA BOOSTER
Moved to passive. As Explorers and Cygnus Knights, Sengoku classes need the booster skill be moved to passive.

-EYE FOR AN EYE
Moved to passive. Activates only during Quick Draw stance. Another skill that gets removed when you die or moved to a room that removes all buffs. It's not a buff skill perse and with no impact while training but still accumulated DPS when bossing.

-FALCON'S HONOR
Ability to activate this skill while using Blade Flash, Sanrenzan and Shinsoku. Hayato class has no burst momentum as other classes have, so the punch line of this class is to keep a consistent DPS during fights. Having the hability to use Falcon's Honor while already attacking not only helps to replenish Sword Energy faster but to optimize the DPS.

-HITORIKI STRIKE ANGLE
Cooldown reduced to 5 seconds from 6. Hayato is well known for his high mobility. To have a better positioning during training or bossing is crucial for this class to keep it's high mobility reputation. 1 second reduced from Hitoriki Angle will improve Hayato's training and bossing.

-TORNADO BLADE
Cooldown reduced to 3 seconds. from 4. Ability to be linked with Sudden Strike and Falcon Dive. Battoujutsu Advance is way too forgotten to be practically used. Skills can be triggered manually to have it's buff benefits, but by having 1 second cooldown reduction will help to pull more creative combos if linked with the Sudden Strike and Falcon Dive skills.

-INSTANT SLICE
Ability to activate this skill while using Blade Flash, Sanrenzan, Shinsoku and Falcon's Honor. Cooldown reduced to 8 seconds from 10. As mentioned above Hayato class does not posses any burst momentum, this produces a lack of consistency that is accentuated when using Tower of Oz ring skills or Angelic's Buster link skill. To counter the lack of burst we improve the ability to use Instant Slice while performing other attacks upgrades the bossing ability of this classs and the 2 seconds cooldown reduction pairs it better with Falcon's Honor as the main combo to restore Sword Energy.

I'm a 260 Hayato player and active MapleStory player since 2014. So these notes, as i remind one more time, are a much needed and delayed buff for Hayato class. None of these changes will break the class in terms of damage, but will make instead a big Quality of Life changes for those who main this class.

    I agree that Hayato needs a revamp as it is often forgotten. I'm no expert in suggesting changes but the ones suggest here seem like a good start.
