Cygnus Quest(Gesture of Good Will)

EDIT: after doing the quest with a different Cygnus Knight i found out the actual issue

on Dawn Warrior the navigation arrow were saying to enter Verne Mine
while doing it on Thunder Breaker the navigation arrow told me to go behind the verne mine entrance(which had a portal on the far right)

so i guess its actually completable....just a navigation arrow issue
(hope my memory isn't a mess to be honest or lack of attention to detail)
thats twice i do a report and turn out was possible
