TB Sea Wave not working

Any solutions? Actually, I'm on Reboot, this problem happens despite logging in many times or switching characters, I still cannot find Sea Wave triggering.

Without the skill, the class farming efficiency is reduced by 10-20%. Please fix this bug Nexon!
