Flashbang: does the debuff apply to Phantom skills ?(stolen from Dual Blade)(the +10% dmg part)

Monkey Fury...same deal as Flashbang...not the DoTs part though....the +40% dmg part

does Luk apply to non-thiefs attacks skill for Phantom ?
i'am still sorting out 4th jobs stolen skills and hyper skills so i ask bout these later if i have to(spent 4 hours hunting classes to take SS and editing so far)
i know there are guides but all they do is tell you "pick this, pick that" which doesn't provide me info on whats available or how things work

i like to taillor things myself with the info at my disposal
