Firestarter Ring not working

Cash Shop Item Functionality (Firestarter Ring)

Brief bug summary:
Since the New Age patch Firestarter Ring does not work.
The skill can still be hot-keyed, but when you press the button nothing happens.
I have tried a few different maps, all with <Lv 10 burning, with the same result.

Steps to reproduce:
Equip Firestarter Ring.
Hot-key the 'Firestarter Ring' skill from Beginner Skills tab.
Press the key in a map that is able to be burned, and is at <Lv 10 burning.
