Stuck at NLC

My character is stuck at NLC - looks like part of NLC.
I started "Confidential Communications".
It tells me to meet Frof. Foxwit.
I click on the lightbulb and get the message that "The quest cannot be completed on this map".
There is no way to get out from there:
The Guide does not work. The exit portal on the right is not active.
Please help
