Brief bug summary: Announcements in guild bulletin somehow get cut short

More details: Guild bulletin announcements show a character limit of 500, but after posting two announcements in the guild bulletin, I've been coming back the next day to a post that is just 400 characters.

Steps to reproduce:
1. Post to guild bulletin in announcement section with post that is between 480 and 500 characters long
2. Log off, wait a night
3. Next day bulletin will be at exactly 400 characters

Character level: 267

Character job: Hoyoung

World name: Hyperion

Date and time of the incident: 7/25 around 4pm EST to the next day and then 7/26 around 11pm EST to the next day
