Question regarding the Halloween event

About an hour ago I finally collected all the furniture I needed to get the final blueprint to expand the Halloween Manor. Unfortunately it's a quest that takes 3 days to complete, And the Halloween event ends tomorrow. (Frankly, I was very surprised I actually lucked out enough.) The question is, quite simply, is the Halloween event required to do these quests? If it is, would I have to wait a whole year to do the third part of it?
